Proper invoice
A proper invoice is a written request for payment containing the information the statute and the contract require. It starts the owner-payment clock.
If an invoice is missing required information it may not qualify as a proper invoice, in which case the payment clock may not start. The date a proper invoice is received is the anchor for every downstream deadline.
