Part 1

Before releasing holdback, you swear

Before holdback is released, you typically sign a sworn declaration that every sub and material supplier has been paid in full. Tiercord drafts it in the CCDC 9A / 9B format (Statutory Declaration of Progress Payment Distribution): parties, last payment received, the standard declaration with its three exceptions, and the jurat block, all pre-filled.

It's the legal handshake at the finish line.

Part 2

Complete the declaration with a commissioner

Tiercord generates the declaration as an unsigned PDF. Review its statements and exceptions, then complete the required commissioning and signature process with a person authorized in the relevant jurisdiction.

Generating the PDF does not swear, sign or serve it. The generated document is hashed and recorded in activity history; keep the completed declaration with your project records.
